Lightspeed Energy Systems had the privilege of meeting with the Honourable Minister of Aviation and Aerospace Development, Mr Festus Keyamo SAN CON, to present our proposition for a National Aviation Decarbonisation and Sustainability Programme for Nigeria.
Our CEO, Emmanuel Haruna, led the delegation, accompanied by Mrs Mary Akpobome (Chairman, Advisory Board), Dr Tolu Aderemi FIAP (Director, Lightspeed & Partner, Perchstone & Graeys), and Ms Chisom Akwue (Perchstone & Graeys). The team outlined a roadmap to embed sustainability across Nigeria’s airports, aligned with ICAO’s Net Zero 2050 goals and the Minister’s 5-Point Agenda. The Honourable Minister welcomed the initiative and directed the constitution of a technical review committee to assess the project.

Aviation supports 86.5 million jobs worldwide and generates $4.1 trillion in economic activity. and in emerging markets, it is a direct enabler of tourism, trade, and regional integration. Yet the path to meeting ICAO’s Long-Term Aspirational Goal of net-zero CO₂ from international aviation by 2050 looks very different for a developing economy than for a mature one.
Many developing states want to align with ICAO and with global investor expectations. but they face a genuine tension: how do you commit to net-zero without derailing growth or overstretching limited public budgets? The answer, according to Lightspeed Energy Systems’ emerging markets aviation strategy, is straightforward: start with a credible baseline.
The Policy Framework
Three international commitments now bind aviation states to action: ICAO’s LTAG (net-zero CO₂ by 2050), CORSIA’s baseline (85% of 2019 emissions for 2024 to 2035), and the Collective Vision 2030 target to cut lifecycle CO₂ intensity by 5% via SAF and low-carbon aviation fuels.
A baseline assessment is not a bureaucratic exercise. it is the document that unlocks concessional finance, technical assistance, and SAF roadmap support from ICAO’s ACT-SAF initiative. Without defensible, ICAO-aligned data on aircraft fuel burn, airport electricity, ground support equipment, tenant operations, and construction, a state cannot access those instruments.
Lightspeed’s five-step framework turns data into decisions: define scope and anchor year (2019, CORSIA-consistent); build an activity ledger covering jet fuel uplift by airport and carrier, airport energy, ground fleets, and pipeline projects; test abatement levers across operational improvements (RNAV/RNP, continuous descent), infrastructure (solar, EV ground charging), and fuel pathways (HEFA → ATJ/FT → PtL); align capacity with real SAF supply and demand; and emerge implementation-ready. with lowest-cost emission reductions prioritised and a bankable path to SAF and grid-integrated assets over time.
The global SAF supply reality sharpens the urgency. Only approximately 1 million tonnes of SAF were produced in 2024. just 0.3 to 0.5% of global jet fuel. with projections of roughly 2.1 million tonnes in 2025. The gap between supply and demand means every tonne of emissions reduction matters, and baselines are what identify the lowest-cost reductions first.

The Minister welcomed the initiative and directed the formation of a technical review committee. a milestone in Nigeria’s journey to become Africa’s aviation sustainability leader.
